specifically an Economic Development Corporation purposed to advance, encourage, and promote the industrial, economic, commercial, and civic development of a community or area by fostering impactful change through strategic funding aimed at revitalizing disenfranchised communities. Our objective is to cultivate environments that align with corporate and regional needs by nurturing a community-based framework that develops a highly skilled, socially motivated workforce. This is achieved through the proactive restructuring of communities to eliminate social and mental barriers that contribute to cultural stagnation and inefficiency.Our approach is twofold:1. MISSION STATEMENT
- The Cleveland Rehab Community Funding Foundation (CRCF Foundation) is committed to uplifting the poor, distressed, and underprivileged by providing critical funding and resources to improve quality of life and foster economic and social empowerment. Our mission encompasses the following focus areas:
- • Supporting Housing Solutions: Providing funding for the development of shelters for survivors of domestic violence, halfway houses for individuals reentering society, transitional housing, senior living centers, and housing for refugees, asylees, and immigrants, ensuring safety, stability, and renewed hope for vulnerable populations.
- • Advancing Education and Economic Opportunities: Empowering economically disadvantaged individuals and underserved small businesses by funding workforce education and development programs designed for both youth and adults.
- • Strengthening Community Infrastructure: To Fund the repair and development of residential and commercial properties to establish a robust economic foundation in underserved neighborhoods. This is achieved through grant-making and the sale of tax-exempt corporate bonds to nonprofit and corporate partners committed to driving meaningful change and providing capital investments to economically depressed communities and small businesses underserved by traditional financial institutions.
- • Combating Juvenile Delinquency: Funding educational programs aimed at reducing neighborhood tensions and fostering long-term economic growth by developing vocational training centers and modernizing school facilities.

- The CRCF Foundation remains steadfast in its dedication to combating poverty, fostering workforce development, and driving sustainable community development for a brighter and more equitable future. As the fiscal agent for grant awardees, CRCFF oversees the maintenance of comprehensive internal records detailing the disbursement of grant proceeds and the post-grant application of funds. QUALIFIED ORGANIZATIONS
You may deduct a charitable contribution made to, or for the use of, any of the following organizations that otherwise are qualified under section 170(c) of the Internal Revenue Code:
1. A state or United States possession (or political subdivision thereof), or the United States or the District of Columbia, if made exclusively for public purposes;2. A community chest, corporation, trust, fund, or foundation, organized or created in the United States or its possessions, or under the laws of the United States, any state, the District of Columbia or any possession of the United States, and organized and operated exclusively for charitable, religious, educational, scientific, or literary purposes, or for the prevention of cruelty to children or animals;3. A church, synagogue, or other religious organization;4. A war veterans' organization or its post, auxiliary, trust, or foundation organized in the United States or its possessions;5. A nonprofit volunteer fire company;6. A civil defense organization created under federal, state, or local law (this includes unreimbursed expenses of civil defense volunteers that are directly connected with and solely attributable to their volunteer services);7. A domestic fraternal society, operating under the lodge system, but only if the contribution is to be used exclusively for charitable purposes;8. A nonprofit cemetery company if the funds are irrevocably dedicated to the perpetual care of the cemetery as a whole and not a particular lot or mausoleum crypt. TIMING OF CONTRIBUTIONSContributions must actually be paid in cash or other property before the close of your tax year to be deductible, whether you use the cash or accrual method.
DEDUCTABLE AMOUNT If you donate property other than cash to a qualified organization, you may generally deduct the fair market value of the property. If the property has appreciated in value, however, some adjustments may have to be made.

LIMITATIONS ON DEDUCTIONS In general, contributions to charitable organizations may be deducted up to 50 percent of adjusted gross income computed without regard to net operating loss carrybacks. Contributions to certain private foundations, veterans organizations, fraternal societies, and cemetery organizations are limited to 30 percent adjusted gross income (computed without regard to net operating loss carrybacks), however. Tax Exempt Organization Search uses deductibility status codes to indicate these limitations.
The 50 percent limitation applies to (1) all public charities (code PC), (2) all private operating foundations (code POF), (3) certain private foundations that distribute the contributions they receive to public charities and private operating foundations within 2-1/2 months following the year of receipt, and (4) certain private foundations the contributions to which are pooled in a common fund and the income and corpus of which are paid to public charities.
The 30 percent limitation applies to private foundations (code PF), other than those previously mentioned that qualify for a 50 percent limitation, and to other organizations described in section 170(c) that do not qualify for the 50 percent limitation, such as domestic fraternal societies (code LODGE).

QUARTERLY GRANT PROGRAM
Cleveland Rehab Community Funding Foundation Quarterly Grant Program
The CRCF Foundation Quarterly Grant Program is designed to provide $50,000 grants each quarter to individuals, businesses, or nonprofit organizations whose missions align with the foundation's goals.
Grants will support initiatives in:
1. Housing solutions and infrastructure development.
2. Educational programs and workforce development.
3. Community-building and economic empowerment.
4. Combating juvenile delinquency through training and education initiatives.
Eligibility Requirements
Applicants must meet the following criteria:
1. Individuals: Demonstrate financial need or outline a project that aligns with the foundation’s mission.
2. Businesses: Operate in economically disadvantaged areas or serve underserved populations.
3. Nonprofits: Provide evidence of programs or projects aligning with CRCF’s mission.
Application Process
1. Application Fee: A $100 non-refundable application donation fee is required. Payments must be made via the following PayPal QR code.
2. Submission: Applications must include:
o A detailed proposal (1,000 words max) describing the project or initiative.
o Evidence of alignment with CRCF’s mission.
o Relevant financial documentation or business/nonprofit certification.
3. Deadlines: Applications are due two weeks before the Ohio Lottery determines the three-digit afternoon lottery number for each quarter. The first grant applicant whose application number matches the three digit number determined on the last Friday of each quarter will receive the quarterly grant with proof of alignment with C.R.C.F.F’s mission. Applicant three digit entries are only good for one quarter. The award of the grant will only be given out once a quarter. All duplicate three digit numbers received will be awarded on the first winning number received based on time of donation receipt from Pay-Pal.
Selection Process
• Winners are selected based on alignment with CRCF’s mission, potential community impact, and feasibility of the proposed project.
• The winning applicant will be announced 14 days after the Ohio Lottery's three-digit afternoon lottery number is publicly broadcast.
Grant Distribution
Payouts will be distributed as follows:
• 1st Quarter: 14 days after the Last Friday of March.
• 2nd Quarter: 14 days after theLast Friday of June.
• 3rd Quarter: 14 days after the Last Friday of September.
• 4th Quarter: 14 days after theLast Friday of December.
Additional Information
• Winners will be notified via email and their names will be publicly posted on the CRCF Foundation website and social media platforms.
• All recipients are required to submit a progress report within six months of receiving funds to ensure the grant is utilized for its intended purpose.
